Fist if anyone can point me in the direction of a good DIY site for things like sweetener and stuff like that. However a couple other things I want the site to be able to accept paypal as payment and also have things like cartos and stuff. I want to put in one big order preferably and use my paypal smart account. Also on another note, any tips for a beginner DIY'er would be greatly appreciated.

You're dreaming. TPA takes paypal and has all kinds of flavors. It's what they do. That they're being used to DIY e-juice isn't relevant to their legality, so PP is no issue.

I know of not one single site that sells e-cigs/cartos/attys that accepts PP. Too big a risk.
